<p>Money should not be an issue.</p>

<p>The <span class="caps">BROADCAST SPECTRUM </span>is given away by congress.</p>

<p>In the late 90's the <span class="caps">FCC </span>auctioned off some Broadcast Spectrum.</p>

<p>One "chunk" of Spectrum would reach 16 million people in the Texas area.</p>

<p>That is almost the entire population of Texas.</p>

<p>That Broadcast Spectrum went for $3.00.</p>

<p>Three Dollars.</p>

<p>When Fmr. <span class="caps">FCC</span> Chairman Reed Hunt was asked to comment about that, he said "...I wish I had $3.00".</p>

<p>They gave it away.</p>

<p>Money should not even enter the equation.</p>

<p>The corporations that use the Public Airwaves should "make this happen", if not on their collective own, than by Mandate.</p>

<p>If congress can't figure this out,</p>

<p>the American Public should demand it.</p>

<p>It should be a Mandatory Donation by the Corporations that profit the most.</p>

<p>This should be a service by these corporations for the American People </p>
