Broadcast companies are required to relinquish some duplicate analog channels as the country gears up for all digital.
Congress will then give that spectrum away to the highest contributor, for cell phone and other telecom functions.

All of the broadcast, cable and other media conglomerates can "donate" the spectrum required to air 10 new C-SPAN Companion Networks.
C-SPAN records 30 plus events per day.
There is no way to air all of those events on three C-SPAN Networks. 1-2 of the new C-SPAN Companion Networks could be devoted to that alone.
But the current C-SPAN Video Archives would be the bulk of the programming.

The Congress on it's own accord, along with this or any administration, should create the 10 new C-SPAN Companion Networks because it promotes the exchange of ideas and is something we can all agree on.
